Ohio State is in the process of revising websites and program materials to accurately reflect compliance with the law. While this work occurs, language referencing protected class status or other activities prohibited by Ohio Senate Bill 1 may still appear in some places. However, all programs and activities are being administered in compliance with federal and state law.

Remediation Process

To comply with changes to Title II of the Americans with Disabilities Act (ADA), any uncaptioned videos in the Secured Media Library (SML) were made unavailable in Summer 2025. These videos are still searchable but listed as Offline, meaning instructors are not able to assign the videos and students will not be able to view them.

If you need to use a film that was made unavailable due to missing captions, here are the steps you will need to take before the film can be returned to online status.

  1. First, verify that the film cannot be accessed or acquired using the University Library’s resources.
  2. Once you have determined that the Secured Media Library is the only option available, email emedia@osu.edu to start the remediation process, making sure to include the titles of the films you need to access. The process can take up to two weeks, so please plan accordingly. We are unable to accommodate urgent requests.

  3. The Learning Systems team will upload the film to Mediasite and generate automated captions. You will then be emailed a link to the Mediasite presentation, instructions on how to review and edit the captions, and how to approve the captions for next steps.
    • Access to the film will be strict, and will last for a maximum of two weeks, to avoid copyright issues.
  4. Once you have reviewed the captions and are satisfied with their accuracy, you will mark the captions as approved using the emailed instructions. The Learning Systems team will then update the film in the Secured Media Library and it will be available for you to add to assigned playlists once again.

Videos will remain offline in the SML database until the end of calendar year 2026 or until they are fully remediated. The Office of Technology and Digital Innovation (OTDI) will begin returning offline films to their departments in 2027. As always, if you are the owner of the piece of media in question, you can request that it be returned to you at any time.
